low voltage in headlights!! help please!!

I have a saturn ion Sedan
when the car is off the voltage in the headlights is 11.3V
and when the car is running the voltage is 12.3V
the voltage in the terminal of fuse box is 12.4 when car is off and 14.3V when car is running
i open wheel cover and the teminal in the lights selector lever the pins 1= 0v
pin 2 cable color dark green voltage is 11.3 and the cable 3 and 4 is the 12.4 volts

i think the problem is in the fuse block
but i dont know how remove fuse block for inspect conections
please help me
some idea, solution or tip

in the night i don see anything the lights is very low.

Check your grounds on that harness, the lights I assume are dim?

could be your alternator I wold bring it to an autozone or VIP or something like that to have them do a load test and figure it out for you.

on the headlights connector
on pins 1,2,3 with lights off
voltage between chassis and pin 1 is 12.4 pin 2 is 12.4 and pin 3 12.4
with the low beam on pin 1 0.6 v pin 2 12.4 V pin 3 11,3V
and the high beam on pin 1 and pin 3 is inverted and pin 2 maintain 12.4

You still running around with dim lights or?

I has to be a ground issue, trace the the harness back from the lights towards the junction block. Make sure the ring terminals are not green and are making solid contact with bare steel.

Bump for this guy and his dim lights, any word?
