The sticking brake caliper is a good possibility. Are there hot spots and burn marks on the rotor? That would be a decent indication, although that really should not have anything to do with turning either.

I'd check the wheel well to make sure that nothing is rubbing. Maybe your fender liner is loose and touching the tire when the wind pushes it. Long shot, but easy to check. Also, are you sure the blinker fluid is full?
The rotor looks good, no gooves ridges or anything. I have looked around the wheel well and everything is tightn and looks to be in working order. Also, I just had a full blinker system fluid flush, so I dont think thats the problem.
