Sometimes. Some people though don't only upgrade turbo's once *cough eric cough* but most people who upgrade or install blowers (outside of centi blowers) only do it once, and change pulley size to increase the airflow. Back to my main point though, was that most people are going to buy "kits" instead of piecing together a kit themselves, and in that case, upgrading the blower will be cheaper than converting to turbo.
