impact wrench/air gun's are not the best way to put on tires for two major reasons: (1) If the pressure is to high you can break your studs, and (2) Put them on to tight and if you get a flat on the side of the road you better hope you have a pull-bar and long pipe around because they will be a pain in the a** to get off on the side of the road.
Torque wrench and hand tightening is the best way to do it.

Maybe I should have been more clear. When we finished everything up, we initially tightened down the lugs with our lug wrench like normal. When we tested the braking and heard the clunking, we immediately suspected the wheels were not on tight enough, so we tightened them down with the air gun to see if it made any difference. It didn't, so when we changed out the Duralast rotors for the Raybestos ones, we tightened them down with the lug wrench like normal, and no noise, so issues.

The rotor hole spacing around the lugs are not critical because the clamping force of the wheel is what takes the play out of the rotor mount.
