How can this be legal? I'm sure he puts something in the boxes after he see's what he got for it. Probably crap from the dollar store.

Its legal because he is marketing it as a box. If you notice he said his clues is what got his last box pulled from eBay. If he gives too many clues it is assumed that he has to guarantee other items when it is mainly the box he is allowed to market.
