Stage 2 SC install question/concern

I just got stage 2 installed today on my 04 RL at the Saturn dealer. I was there just about the whole time watching and asking questions. The tech took off the SC to replace the pulley...everything OK, pulley clears fine, SC turned free. He put the SC back on the intake and tightened it down. The SC then turned with a hard "rub" in a part of the rotation with my hand. He loosened it up, re-installed it and torqued it down to 18 ft lbs. Still the rub. He called a tech over and they couldnt figure out why. He loosened one of the four mount screws a bit and it turned free. Runs awesome, boosts to a little over 15 lbs and idles smooth. I am just concerned over this, any help?

He might have just over (or under) torqued a bolt. So that would make it only temp. Take it to a different dealer and have them check it.
