I have a neighbor, who had a Cavalier that did that. For no reason, it would just start a long steady blast and not stop until you pushed the horn. They determined it was a bad contact in the horn button and weather would affect it. If it was cold, it would do it. Or if it was really hot out it would do it. But that was a few years back, not sure if they use the same system even. Probably do, knowing GM...
