Just because "Emissions" shows up in the code description doesn't mean it is related to the Cat Converter.

Hard to diagnose this without a Tech 2 because you have no way to cycle the EVAP Vent Solenoid on and off at will. Possibly the vent solenoid itself which is located on the charcoal canister back by the gas tank. Or you have a wiring problem. Does reset if cleared? Just for the hell of it, check the 30A Batt 1 Fuse, the 15A Emiss fuse (both underhood) and the 5A ECM fuse (BCM/Interior Fuse Box) All of those are on the circuit, however any of them being open should cause other things to fail as well.

Even if it was a small or large evap system leak, it can take up to 40 ignition key cycles for the code to clear.
