The low coolant switch in the surge tank might be acting up or the circuit to the BCM may be open/shorted somewhere.A blown EMISS fuse n the underhood fuseblock can also cause this, But you would also have a CEL as there's other items (O2 heaters, MAF etc) that get B+ from this fuse) What happens if you unplug the switch and JUMPER the 2 wires WHILE the message is present?? (bottom of coolant surge tank on LH fender -2 wires yellow/blk and pink/blk)
Does the message go out??

Actually the "Low Coolant" warning has nothing to do with the Intercooler system whatsoever.
Just the level of coolant in the engine cooling system surge tank
