Thats not water in the engine, it doesn't sound like it at least. Probably something electronic got wet, maybe a starter like has been already said, or any one of the hundreds of electrical that control the car.

You might as well call the insurance company and let them take it and find another one... I would never own a car that got wet. Problems for life.

if an engine is hydro locked it will not turn over

Pull the plugs and crank it, It sounds like it sucked in water and is hydrolocked.

we tried that it, sounded like something was grinding, it wanted to turn over but it didn't. i am pretty sure water is in the engine. i am going to take it to a local shop to get all of the liquids drained and replaced.

water in the engine, if running, even at low rpm is bad bad bad...water doesn't compress nearly as well as air...you are lookin at valvetrain issues and/or crank (rods ect ect) issues...
