Subject: No Crank or No Start, DTC B2960 and/or B3033 Set (Replace Ignition Switch) #04-08-45-005D - (03/15/2006)

Models: 2003-2006 Saturn ION
Built Up To and Including VIN Breakpoint 6Z147837

This bulletin is being revised to modify the Correction Information. Please discard Corporate Bulletin Number 04-08-45-005C (Section 08 - Body and Accessories).
Condition

Some customers may comment that their vehicle will not start. This comment is referred to as "no crank, no start with complete power."

Additional customer comments may be as follows:
• A clicking noise may be noticed when the key is first turned to the START position, but no noise is heard after the initial start attempt.
• The "Security" light may flash immediately after trying to start the car along with the message "Service Vehicle" in the Driver Information Center.
• The vehicle may not start for at least 10 minutes after the first attempt to start the vehicle. Diagnostic trouble codes (DTCs) B2960 and or B3033 may be set in history in the BCM.
Cause

When the key is rotated from RUN to START there is a voltage signal sent to the BCM that goes through the PASSLOCK resistor in the ignition switch. This voltage signal may have an early ignition switch bounce (when going from RUN to START) that the BCM interprets as a failure in the PASSLOCK system and disables the starting circuit.
Correction

Using the chart below, verify that the ignition switch has been replaced at least once using P/N 10392423. After replacement of the ignition switch or replacement and reprogramming of the BCM, perform the 30-Minute Learn Procedure found in Programming Theft Deterrent System Components.

i just noticed i copy and pasted the wrong document here is the correct one on how to relearn the passlock:

Document ID# 1415278
Programming Theft Deterrent System Components

Important:
• If replacing the BCM with a GM Service Parts Operations (SPO) replacement part, the module will learn Passlock sensor data code immediately. The existing PCM however, must learn the new fuel continue password when the BCM is replaced.
• If replacing a PCM with a GM SPO replacement part, after programming, these modules will learn the incoming fuel continue password immediately upon receipt of a password message. Once a password message is received, and a password is learned, a learn procedure must be performed to change this password again. A PCM which has been previously installed in another vehicle will have learned the other vehicle's fuel continue password, and will require a learn procedure after programming to learn the current vehicle's password.

Conditions

Use this procedure after replacing:
• Passlock Sensor
• BCM
• PCM
Learn Procedures

There are 2 available methods to perform the programming procedure:
• A 10-minute procedure which requires a Tech 2 and a techline terminal.
• A 30-minute procedure which does not require the use of any tools.
10-Minute Learn Procedure

Tools Required

• Tech 2
• CANdi Module
• Techline terminal with current Service Programming System (SPS) software

1. Connect the Tech 2 to the vehicle.
2. Select "Request Information" under "Service Programming".
3. Disconnect the Tech 2 from the vehicle and connect it to a Techline terminal.
4. On the techline terminal, select "V.T.D. - Vehicle Theft Deterrent Learn" under Service Programming".
5. Disconnect the Tech 2 from the Techline terminal and connect it to the vehicle.
6. Turn ON the ignition, with the engine OFF.
7. Select "Program ECU" under "Service Programming".
8. At this time you will receive a screen on the Tech 2 stating to "PLEASE WAIT-MINUTES REMAINING 10".
9. Turn OFF the ignition, and wait 30 seconds.
10. Start the engine. The vehicle has now learned the password.
11. With the Tech 2 (scan tool), clear any DTCs.

30-Minute Learn Procedure

Important: Do not remove the key from the ignition during this procedure. If the key is removed, the procedure will have to be performed from the beginning.

1. Turn ON the ignition, with the engine OFF.
2. Attempt to start the engine, then release the key to ON. The vehicle will not start.
3. Observe the SECURITY telltale. After approximately 10 minutes, the telltale will turn OFF.
4. Turn OFF the ignition, and wait 5 seconds.
5. Repeat steps 1-4 two more times for a total of 3 cycles/30 minutes. The vehicle is now ready to relearn the Passlock Sensor Data Code and/or passwords on the next ignition switch transition from OFF to CRANK.

Important: The vehicle learns the Passlock Sensor Data Code and/or password on the next ignition switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.
6. Start the engine. The vehicle has now learned the Passlock Sensor Data Code and/or password.
7. With a scan tool, clear any DTCs if needed. History DTCs will self clear after 100 ignition cycles.
