Brake issues

I recently decided the replace all my brake components. I got everything on and when I went to bleed my brakes I noticed I wasn't getting any supply of fluid to the rear. I looked at what I thought was the proportioning valve and only 2 of the lines had fluid coming through. What could this be?

seized brake hose maybe.
