Boost Gauge Tips needed/ Questions

So I have a 04 Saturn Ion redline I installed a glow shift boost gauge, vacuum seems good at -20 but when I full throttle it, it doesn’t boost past 0. Any any ideas as to why? Fully stock Saturn
